The Liquor Control Victoria (LCV) Learning Hub offers training courses and modules to those working in liquor licensed locations. This Learning Hub supports anyone selling, offering or serving alcohol to minimise alcohol harm and to ensure compliance with the obligations under the law.

Anyone selling, offering or serving alcohol in general, on-premises, late-night and packaged liquor licensed locations must complete Responsible Service of Alcohol (RSA) training. You also need RSA if you work in a liquor licensed location with a licence condition that requires it.

In Victoria, you must complete an approved RSA training program. From 1 December 2025, this program consists of:

  1. LCV approved RSA course – delivered by training providers listed on our website. The approved RSA course includes the national training unit Provide responsible service of alcohol SITHFAB021 and specific Victorian liquor licensing and compliance content. You may complete this training in-person, virtually or online. It usually takes one day to complete.
  2. Sexual Harassment and Assault: Recognise, Prevent and Respond – a 60-minute online module. After you complete the approved RSA course with a training provider, you will have access to the Learning Hub to complete this online module.

Once both parts are complete, you can download your RSA Certificate of Completion (valid for 3 years). Provide this certificate to your employer.

To update your RSA or RSA refresher certificate, you must complete the RSA refresher training on the Learning Hub.

From 1 December 2025, this training consists of 2 parts:

  1. RSA Refresher – a 30-minute online course
  2. Sexual Harassment and Assault: Recognise, Prevent and Respond – a 60-minute online module.

Once both parts are complete, you can download your RSA Refresher Certificate of Completion. Provide this certificate to your employer.

You need to complete an RSA refresher training every 3 years to keep your certificate current.

Your account is the place where you can manage your RSA training records and download certificates for all completed training. You can also update personal details such as your name and email address through your account.

To set up your personal RSA training account:

  • click this link to create a new account
  • enter your RSA certificate number, first name, last name and your date of birth
  • supply an email address that cannot be used by any other person for training
  • set up a username and password.

If you have completed RSA training on or after 1 December, please check your email account which should have an email with a link to the hub and your certificate number in it. Use that number to create an account on this hub.

If you have a liquor regulator issued Certificate of Completion, the certificate number is on the certificate, either on the top or bottom right hand corner. Check your email inbox, as training providers email the certificate to learners.

If you have completed an RSA interstate, you must apply for bridging to receive a certificate number to be able to log in to the hub and complete the refresher requirements.

Once you have set up your account, you can access the online training via your account. It is recommended that you use a desktop or laptop computer and not a mobile phone or tablet. The training courses and modules are best accessed through Google Chrome and you should make sure that cookies, pop-ups and Javascript are all enabled.

To download or view a copy of your RSA certificate log into your RSA training account and click ‘Training certificates’ from the main screen.
